Obtaining the Resident’s permit (Carte de Séjour) is not a simple process, but it will entitle a student to a government-sponsored rent reduction (APL). Considering the reduction, about 130 € per month (bringing the average rent from 350 € per month to 220 €) it is probably worth the trouble for most students.
It is not available to those who stay less than three months.
EU students are not required to apply for the resident’s permit in order to benefit from the rent reduction.
OBTAINING THE RESIDENT’S PERMIT (NON EU STUDENTS ONLY)
Firstly the student must make an appointment with the immigration Police Service and then submit the following documents on the date of the arranged interview:
A photocopy of his/her passport and visa if required
- A copy of his/her birth certificate clearly showing mother’s maiden name (If the words are clear enough, no translation into French is necessary)
- A certificate of residence from the student’s landlord or residence hall manager
- A certificate of financial resources (translated into French) *
- Proof of admission to the SESOM
- Proof of health insurance cover during your stay
- 4 passport sized photos
- A self-addressed envelope
- A 55€ “timbre fiscal” which can be obtained at the tobaconnist “Bureaux de Tabac”

Last step: All non-Europeans are required to have a medical check-up at a specified medical point in Lyon. The medical exam for non-European students normally takes place at:
