The Saint-Etienne Metropolitan area has a large student population - and plenty of student accommodation.
The SESOM does not however provide housing or meals, but these services are provided by government-sponsored agencies for all college students in Saint-Etienne. The International Office can offer information and advice on housing possibilities.
Students live in halls of residences run by agencies, but some prefer to live in private apartments. The school keeps a file of names and addresses of landlords interested in renting to students. Unfortunately, a student who plans to stay for only one semester will have great difficulty finding a landlord who is willing to rent out an apartment for only part of the year, except in cases where another student is scheduled to come to France during the second semester to take over the apartment.
The following are rarely included in the monthly price so please add this on to your accommodation budget:
Electricity / Gas /Water
Telephone
Heating
Insurance
TV Licence
Any taxes (local and council taxes “taxe d’habitation”)
These taxes can be quite expensive but need to be paid at the “Centre des Impots” at the end of your stay otherwise, you’ll receive the bill in your home country!
THE END OF YOUR STAY
At the end of your stay or if you decide to leave your accommodation then you must give the landlord 3 month’s notice “préavis”. To do this you need to write a letter of “résiliation” which must be sent by registered post - “Lettre recommandé AVEC accusé de réception”.
About 2 weeks before you leave you must ask to do an “Etat des lieux” with the landlord which is a kind of inventory of the state of your apartment and the furnishings. This way, if something is damaged before you sign the contract, you won’t be asked to pay for it (out of your deposit - “caution”) before you leave.
You also need to cut off your Electricity supply by contacting EDF on 0 810 01 1000.
HOUSING INSURANCE
You are legally required to insure rented accommodation. A landlord will only hand over the keys to the property if you produce a certificate proving that you have taken out suitable insurance.
This insurance policy covers inadvertent damage caused by the tenant (and damage caused by natural disaster which includes things like flooding and damage by storm or earthquake.
In addition to covering the actual property, most insurance policies also cover third-party liability i.e. accidents caused by the tenant, even outside the property covered by the insurance.
